Hi! <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)"/>
So, overall the work looks quite cute. The face looks quite cheery and I love the colors you chose. The colors bend quite well together.
The main problem with this work is the anatomy. The majority of beginning artists face this problem, so don't feel bad. Here are some useful tutorials for you <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)"/>- [link]

While the clothes look fairly nice, I think you still have a bit problem with cloth folds. Here is a WONDERFUL tutorial that I used myself for this- [link]
The tail looks a bit off in my opinion. If you look at kitty (?) tails they look more flowy, they're usually very flexible. Also, placing it a bit higher might fix the problem as well.
I really hope I didn't hurt your feelings, I only tried to be honest and help <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)"/>
Good luck, and remember- practice makes perfect!
